aspell-de-1901 software package provides Traditional German dictionary for aspell, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install aspell-de-1901
aspell-de-1901 is installed in your system.
Make ensure the aspell-de-1901 package were installed using the commands given below,
$ sudo dpkg-query -l | grep aspell-de-1901 *
You will get with aspell-de-1901 package name, version, architecture and description in a table
